The Hall voltage changes with the strength of the magnetic field. The stronger the magnetic field, the higher the voltage, the weaker the magnetic field, and the lower the voltage. The Hall voltage is very small, usually only a few millivolts, but amplified by the amplifier in the integrated circuit, the voltage can be amplified enough to output a strong signal. If you want the Hall IC to function as a sensor, you need to use a mechanical method to change the magnetic field strength.
